Goal

 When creating the Domain, in the Managed Servers definition screen / step of the Fusion Middleware Configuration Wizard:
--- Renaming the default Weblogic Managed Server names (WLS_FORMS, WLS_REPORTS) and adding Managed Servers with custom names ->   this works and there is no issue with the generated config.xml
--- Deleting the default Weblogic Managed Server names (WLS_FORMS, WLS_REPORTS) and adding Managed Servers with custom names ->   this results in an issue with config.xml because the target tag still points to default Weblogic Managed Server names
