Getting Error Message: Client Authentication Failed, When Attempting to Login on APEX, Using IDCS / SSO Authentication (Doc ID 2804410.1)

Symptoms

When attempting to login into an APEX application, the following error occurs.

Client Authentication Failed

Alternatively, depending on configuration, the error message could be:

"You are not authorized to view this application, either because you have not been granted access, or your account has been locked.
Please contact the application administrator."
