Fresh Install of 12.2.1.4 has Blank Screens in both sysadmin and identity consoles (IT Resource, Manage Connector and Manage Applications) (Doc ID 2807336.1)

Goal

After a fresh install and the 12.2.1.4 version of Oracle Identity Governance (OIG) and even subsequent patching, still the IT Resource and Manage Connector pages come up BLANK from the sysadmin console and also the Manage -> Applications page from the Self Service console are blank. Why are those pages completely blank and others are showing up fine?
