Goal

Can one just  delete the data using:

DELETE FROM APEX_200200.WWV_FLOW_COLLECTION_MEMBERS$
WHERE COLLECTION_ID NOT IN (SELECT ID FROM APEX_200200.WWV_FLOW_COLLECTIONS$)

IF the parent keys don't exist?
