A WebCenter Portal Administrator User is Unable to Edit Portals

Information in this document applies to any platform.
A WebCenter Portal administrator user is unable to edit existing portals.
The edit link is missing for all Portals under Administration > Portals.
Expect to be able to edit the existing portals.
The issue can be reproduced at will with the following steps:
- Connect to WebCenter Portal as an administrator user.
- Go to Administration > Portals.
The portal is missing the Edit link.
