Oracle Content Server Error: You Do Not Have Permission For 'read' Operation On 'Blogs' Folder. (Doc ID 2809644.1)

Symptoms

Non-authenticated (Public) users can not see blogs on a public WebCenter Portal page.  When viewing the page, the blogs show this error:

Oracle Content Server error: You do not have permission for 'read' operation on 'Blogs' folder.

The WebCenter Portal diagnostic log shows:
