Receiving "400 bad request" error while invoking a target service through OAG.

The following message is being returned:

Unable to access the URL
Error: Connection refused and 400 Bad Request

ERROR:Exception in request: org.apache.http.conn.HttpHostConnectException: Connection to <SERVICE URL> refused
