Symptoms

Oracle Fusion Middleware 12c Identity Manager version 12.2.1.4.0 was installed on Linux x86-64 Red Hat Enterprise 7.
When running RCU to create the Identity Manager repository schema it fails with the following error:

RCU-6130 Action failed.
