WebCenter Content Administration App Not Working After Change HttpRelativeWebRoot (Doc ID 2816335.1)

Symptoms

After changing the context root (HttpRelativeWebRoot) in the config.cfg,
Oracle WebCenter Content Administration no longer working/Launching as expected.

Steps:1)
Change the HttpRelativeWebRoot in the config.cfg
ex) /cs/ -> /content/

2)
Restart the server.

3)
Observe the context root change reflected on URL.

4)
[Administration] -> [Admin Applets] -> [Download Client]
or [Launch Client] if you already have installed client application.

5)
You see, the following message continuously.

"Please wait while the desktop app is launching"
