Newly Created Users Not Reflected in Managed Servers when Using Embedded WLS LDAP (Doc ID 2816561.1)

Symptoms

On : 12.1.3.0.0 version

After creating a user in WLS Console, the user cannot log in into Web Applications deployed on the managed servers (for example, BPM Workspace) and OSB services that use the newly created user fail. You might see the following error in the logs:

A managed server restart will propagate the changes and the user will be able to log in, but restarting the managed server is not a desirable workaround.
