Can you update client_version /JDBC connections for Oracle Forms / Reports 12.2.1.4 from 12.1.0.2.0 JDBC Driver To 19c JDBC Driver? (Doc ID 2817036.1)

Goal

You can see Oracle Weblogic using the 19.3 JDBC drivers in certain parts, but when running an Oracle Form you see the connections using the 12.1.0.2.0 driver.

Is it possible to upgrade that to 19.3?  That is, can you update client_version /JDBC connections for Oracle Forms / Reports 12c from 12.1.0.2.0 JDBC Driver To 19c JDBC Driver?
