After OHS WebGate configuration changes the Webgte log file shows "The agent does not have secret key configured."

Steps to Reproduce
- Made Changes in the OHS 12.2.1.4. WebGate configuration via the OAM Console. (Configured SIMPLE mode communication)
- Stopped the OHS server
- Coped the new Agent artifact files to the proper location of the OHS server
- Start the OHS server and see the reported error
