ODSM Stopped working, Log shows Error "Failed to create App/Comp MBeans for AppDeploymentMBean odsm#12.2.1.3.0. Error - weblogic.management.DeploymentException" (Doc ID 2818446.1)

Symptoms

OID 12.2.1.4
ODSM was deployed on wls_ods managed server cluster ( By default, ODSM is deployed on Admin Server )
Everything was working fine, but suddenly ODSM stopped working on wls_ods1 server. It still works on wls_ods2

wls_ods1.out log file shows the following error stack

Note: It is not limited to cluster setup, this issue can happen on single node installation as well.
