Goal

Patch 24559188 (Bug 24559188 - Should 8 second completion time for one fifo resequencer message be expected, the one which was one of key fixes during upgrade to 12.2.1.3) is not merged to 12.2.1.4 branch (despite it should be).

It must be added to the 12.2.1.4 FMW Upgrade project scope for us. Can you please create the Forward Merge of this Patch with 12.2.1.4 Version of FMW.
