Symptoms

On a Fusion Middleware installation, there is high heap utilization which is leading to stuck threads with the Linux VM Cache/Buffer not getting cleared

An instance of "oracle.wsm.policyaccess.PolicyAccessPoint" loaded by "com.oracle.classloader.weblogic.LaunchClassLoader" is occupying the majority of the space.
