Oracle Http Server Crashes Due to High CPU with "ap_queue_pop_socket failed" Message in the Logs (Doc ID 2825920.1)

Symptoms

Oracle http server crashes with the below messages in the logs:

VirtualHost: main] (1)Not owner: AH03139: ap_queue_pop_socket failed

The issue is seen after applying the OHS Native bundle patch.
In some cases high CPU/memory issues are also observed.
