Oracle Access Manager (OAM) Federation - SOAP Logout Request Does Not End User Session (Doc ID 2826793.1)

Symptoms

OAM (SP) needs to end the local session when global session ends.

SOAP Binding was activated as mentioned in KM note: Oracle Access Manager 12c (OAM 12.2.1.3.x) Federation - How to Enable SOAP Binding for SingleLogoutService (Doc ID 2362302.1)

IdP sends the SOAP LogoutRequest and OAM sends a SOAP LogoutResponse back with status Success. However the OAM local session is still active.

In OAM logs:

 User ID used to create the Federation session contains colon character: "S000:6000"
