Failed to Activate Change on Admin Console with Response Message 'Unauthorized' (Doc ID 2830263.1)

Symptoms

Still Failed to Activate change when editing server properties of any cluster member(total 6 members) on Admin Console。

Each cluster member located on different machine.   And Each server has setup IP as listener address.
