Unable To Login Through SB Console . Blank Page Is Coming (Doc ID 2830594.1)

Goal

We are facing issues in loggin in sb console and its showing blank page. Tried with all browser after clearing cache.

From em console also we can't see service-bus(AdminServer) option in Target Navigation -> SOA folder

We tried bellow options but it didn't fix the issue :
 tmp cache clear OSB server restart
tmp cache clear AdminServer restart
also tried taking session folder backup in /app/shared/12c/fmw/domains/SOACoreDomain/osb/configfwk and restart of OSB and AdminServer
