WCC WebUI Uses Different Date/Time Format From That Defined In The Locale

Symptoms
I run a WebCenter Content (WCC) environment in Japanese environment.
I expect that WebUI displays date-time strings as "yyyy/MM/dd {H:mm[:ss] [aa] [zz]}" format which is defined for "Japanese" locale in WCC.
(I confirmed the definition via $DOMAIN_HOME/ucm/cs/bin/SystemPropeties application, in "Localization" tab.)
The system locale (in the "Server" tab of SystemProperties application) shows "Detect locale automatically (Japanese)"
However, it actually uses different date format, "yy/MM/dd{ H:mm}".
