Admin Server not Coming to Running State It Seems Stuck while Starting Up (Doc ID 2832759.1)

Symptoms

AdminServer is started by running startWebLogic.sh but it never comes to RUNNING state.

In AdminServer.log at some point it only reports <BEA-002959> <Self-tuning thread pool contains 1 running threads, 1 idle threads, and 4 standby threads> entries but it is never seems to get to RUNNING.
