Unable To Start Capture Server and Error "GC overhead limit exceeded" Occurs in the Logs (Doc ID 2833240.1)

Symptoms

When starting the following error occurs in the Capture Logs and the Capture Server will not start:

weblogic.jms.common.JMSException: weblogic.messaging.kernel.KernelException: Unexpected store exception in messaging kernel recovery
