Update User Profile Is failed with "Unable to load locale" (Doc ID 2833340.1)

Symptoms

Update "User Profile" is failed with "Unable to load locale" if you set
"Administrator Only" or "View Only" to "UserLocale" on "Information Fields" of "User Admin" applet.

Steps:
1. Enable target locale from "Administration - Localization"
ex) 日本語 (Japanese)
2. Launch User Admin Applet
3. Select "Information Fields" tab
4. Select UserLocale and change to below.
Administrator Only Edit - Administrator Only : Check
5. Select "Users" tab and select a user.
6. Select "Edit" and change to User Locale as set in step 1.
ex) 日本語 (Japanese)
At this time, displayed "日本語" is stored in USERS - DUSERLOCALE
7. sign in user changed in step 5
8. Select "username" to update User Profile
9. "User Profile" screen is displayed. Select "Update" and then
you see the following error.

Content Server Request Failed
Error Unable to edit user 'weblogic'. Unable to load locale '日本語'.
