Oracle HTTP Server Fails to Start After a New Installation, a Core Dump is Created Referencing "libpcre.so.1" (Doc ID 2833729.1)

Symptoms

Standalone OHS 12.2.1.4.0 is getting a core dump when trying to start or when trying to run,

httpd -version

The stack trace shows the following details.

Core was generated by `<ORACLE_HOME>/wlserver/../ohs/bin/httpd -DOHS_MP'.
Program terminated with signal 11, Segmentation fault.
#0 0x00007feedc3cc2b3 in __intel_ssse3_memcpy ()
  from ORACLE_HOME/ohs/lib/libpcre.so.1

 This is a new installation that was never previously started.
