"No access to this portal" When Users Access Documents that are Uploaded to WCC on Fusion Applications Environments (Doc ID 2847087.1)

Users get error "No access to this portal" when trying to access documents that are uploaded to WebCenter Content (WCC) on Oracle Fusion Applications (FA) environments.
Issue is seen even if the users are explicitly added as members to the portal.

Users cannot see and access any WebCenter folders under "Browse content" when they access WCC directly using its direct URL (https://<HOSTNAME>/cs).
