ORA-02003: Invalid USERENV Parameter after ORDS_PUBLIC_USER password provided while installing ORDS (Doc ID 2848391.1)

Symptoms

ORDS installed newly 

> java -jar ords.war install advanced

After answering DB connection string, error thrown on ORDS_PUBLIC_USER verification part as below :


Enter 1 if you want to verify/install Oracle REST Data Services schema or 2 to skip this step [1]:1
Enter the database password for ORDS_PUBLIC_USER:
Confirm password:
WARNING Failed to connect to user: ORDS_PUBLIC_USER url: jdbc:oracle:thin:@//<hostname>:<port>/<connectstring>
java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-02003: invalid USERENV parameter
ORA-06512: at line 3
ORA-01017: invalid username/password; logon denied
