SOAP Response Gives 500 Error When Calling BI Report with Apex_web_service.make_request after target fusion server was patched (Doc ID 2849880.1)

Symptoms

On : APEX 20.2 version, Builder

When attempting to use apex_web_service.make_request to call https://<domain>-<service>.login.<region>.oraclecloud.com
the following error occurs.

ERROR
-----------------------
Web Service Status - 500
"l_xml=env:VersionMismatchsoap version soap1.2 is not compatable with Content type text/xmlhttp://schemas.xmlsoap.org/soap/actor/next"


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On Oracle Cloud ERP apply 22A patch
2. Run the APEX application without change
3. Get error instead of the Expected SOAP Response
