After Upgrading Imaging to 12c, SubmitIPMWorkflow() operation is Creating Instances Without Data in the Supporting Content XML (Doc ID 2849956.1)

Symptoms

After upgrading WebCenter Content: Imaging from 11g (11.1.1.9) to 12c (12.2.1.4), when using the SubmitIPMWorkflow() operation to reinject instances into the SOA workflow for 11g documents, the instance is created but the payload does not contain the data from the Imaging documents supporting content xml file.

New documents added to Imaging after the upgrade are successful.  It is only the 11g documents with this issue.
