Unable to Edit Page in WebCenter Portal 12.2.1.4 with Error MDS-00010: DuplicateRefException (Doc ID 2850096.1)

Symptoms

Unable to edit pages in WebCenter Portal 12C and it returns the below error message.

<TIMESTAMP> FATAL AdfFacesErrorHandler:59 - <PORTAL_NAME>#17.02.2022 12.07.07 : popup not shown : : oracle.mds.exception.MDSRuntimeException: MDS-00010: DuplicateRefException. In document /oracle/webcenter/page/scopedMD/<PORTAL_GUID>/Pagexxx.jspx there are multiple elements with the same ID <ID>.

The user is also unable to edit the Page Source in order to resolve the duplicate element issue in the page.

Clicking the edit option on the portal returns:

Internal Error (WCS#2022.02.17.12.56.26)
