When attempting to start OHS, Post-Config, in MS Windows Platform, the following error occurs.

The issue can be reproduced at will with the following steps:
1. Execute startComponent.cmd ohs1.
2. Receive the failure.

OHS standalone install and configuration was done via the Configuration Wizard.
