Bulk Loaded Users Missing Password Expiration Data (Doc ID 2856056.1)

Goal

After Bulk Loading many thousands of users, those users do not have password warn and expiration dates according to the Password Policy they should be associated with. Also the user password fields are not all unique. Why does the Bulk Load Post Processing scheduled job not update all users?
