Oracle Access Manager (OAM) OAuth Client Application Fails With Error "State string is not valid" (Doc ID 2857020.1)

After returning to redirect uri with authz code, State is empty.

**Steps to Reproduce**
OAuth application using 3 legged flow After Authentication and consent , OAM redirect user to redirect URL specified with CODE At this time URL contain parameter state without any value This cause application error

This behavior was not seen in OAM 11g env.
OAM sends empty state parameter even if the OAuth CODE requests does not have a state by default.

Upgraded from OAm 11g to 12.2.1.4.0
