Java Mission Control 5.5 "Install New Software" Option Emits Error "Unable to read repository at <REPOSITORY>" (Doc ID 2857102.1)

Symptoms

Selecting "Install New Software" from the Java Mission Control 5.5 "Help" menu produces the following error:


Reproduce the issue with the following steps:
1. Run 'jmc' from bin directory of the JDK 8u251 (or older JDK update) installation directory
2. In the JMC GUI, click the "Help" menu
3. Click the "Install New Software" option
4. Notice the above error message
