Database Actions - Invalid Result of TO_DATE Function for Dates Below 15-OCT-1582 (Doc ID 2857167.1)

Symptoms

 Running below SQL with TO_DATE function in the Database actions worksheet page, results in the incorrect date conversion for dates less than 14-OCT-1582.

 
Observe the dates less than 14-OCT-1582, which shows incorrect results. The same behaviour is observed in the offline SQL Developer Web versions.

Running the same SQL statement in SQL*plus and SQL Developer tools shows correct results.

Changes

Created a new Autonomous Database instance and running the SQL with TO_DATE function.
