Unable Deploy BPM Application When Creating Domain Using oracle.soa.classic.domain_template.jar Template (Doc ID 2860471.1)

Symptoms

When creating BPM domain , following document says to select oracle.soa.classic.domain_template.jar template.

1. On the Templates screen, select Create Domain Using Custom Templates.
2. Select the $ORACLE_HOME/soa/common/templates/wls/oracle.soa.classic.domain_template.jar file.

However, this document is not correct, oracle.soa.classic.domain_template.jar will be configured only SOA components, not BPM components.
So deploy BPM application fails with following error with Unable to find Service Engine for type "implementation.bpmn"
