Cluster Port Listen On All IPs for Managed Server That Uses Hosts Has Multiple NICs (Doc ID 2860890.1)

Symptoms

User reported that SOA Cluster (12.2.2.1.4) on multiple hosts. Each host has multiple NICs. Managed Servers have configured with whole server migration. User using well-known address (WKA, IP from physical host) cluster.
The concern is that though the WKA configured cluster port listening on every IP: listen-port.
