ODI Repository Connection Fails with Error "ORA-12529, TNS:connect request rejected based on current filtering rules" (Doc ID 2861360.1)

Symptoms

While attempting to connect to an Oracle Data Integrator (ODI) repository located on Oracle Autonomous Data Warehouse using an ODI Studio located on a different Linux instance on Oracle Cloud Infrastructure, the following error occurs:

The above error has been seen after wallet rotations and also when the Autonomous Database (ADB - ATP/ADW) instance containing the ODI repository network access type is changed from "Secure access from allowed IPs and VCNs only" to "Private endpoint access only".
