Symptoms
1.- After RDBMS Jan 2022 Patch we are facing below issue
$ sqlplus ****@<TNS ENTRY>

ERROR:
ORA-28045: SSL authentication between database and OID failed
Enter user-name:
2.- The trace file may show the following errors:
kzldbind: performing SSL one way authentication
KZLD_ERR: DB-OID SSL auth failed. Err=554
KZLD is doing LDAP unbind
KZLD_ERR: found err from kzldini.
or
kzldbind SSL: DB-OID SSL auth failed. Err=552
KZLD is doing LDAP unbind
KZLD_ERR: failed from kzldob_open_bind.
3.- ldapbind/ldapsearch commands works fine using SSL
