OpenVMS: Tuxedo App Server's Data Log Is Not Available While The Server Is Running (Doc ID 2862763.1)

Goal

While a Tuxedo server is up and running server's log information is written to the log file does not appear in server's log file. Only when the server is killed, server's log data becomes available and appears in the log file of that server. It appears that as long as the server is running server's log file is kept locked and not accesible.
e.g. consider below application server:


While server "simpserv" is up and running, cannot see any information written to it's log file -APPLOG:simpserv.out. It is only when shutdown "simpserv" server, the data that was written to server's log becomes available.  Why log file APPLOG:simpserv.out not contain logs of live process? How to make log file APPLOG:simpserv.out to contain logs of live process?
