Users Personal Folders (FrameworkFolders) Have Options Disabled And Permission Issues (Doc ID 2864830.1)

Symptoms

After upgrading Webcenter Content from 11.1.1.9.0 to 12.2.1.4.0
One user is experiencing an issue with their personal folders (Framework Folders).
In their user personal Folders the options under the Add dropdown are greyed out and marked as disabled.
The user is also unable to delete any of the existing folders which were carried over through the upgrade. They get a error

"Unable to Delete Items, You do not have permission for 'delete' operation on XXXXX folder"
