Forms 12c: Item Does Not Get Focus When Run Using FSAL Method with Java 11, 13, Or 17

Symptoms
When a form is called using CALL_FORM, the form opens but none of the items gets the focus using the Forms Standalone Launcher (FSAL) method.
Need to click into an item to get focus. Post this action the form/item can be used as usual.
Issue observed with Java 11, 13 & 17.
As per the certification matrix Java 1.8, Java 11 and Java 17 is ONLY certified on FSAL(Forms StandAlone Launcher) method of client deployment option. Other deployment options like Webstart, Standard Forms applet runs only on Java 1.8
