Unable To Parse Ampersand "The XPath expression failed to execute" (Doc ID 2866662.1)

Symptoms

Facing issues while parsing '&' in xml. In the database, '&' is stored as '&'. While parsing the xml with '&', it is throwing below error.
"The XPath expression failed to execute; the reason was: Expected name instead of .".

Tried with oraext:parseXML but the issue still persists.
