April CPU 2022 - Is Patch 33903365 Necessary to be Applied in Non FMW Infrastructure Environment (Doc ID 2867981.1)

Goal

After being able to successfully apply CPU patches for WebLogic 12.2.1.4 and the Java Patch 18143322 ,
there is some confusion about the additional patch 33903365 :

Question (1):
Why would it be needed to apply Patch 33903365 if there is no OAM nor OIM nor OID installed on that box ?

Question (2)
Patch 18143322 already applies Java 333 not 331 as the KM Note says, which is fine.
The question is: does that mean the fix for the Patch 33903365 is already included in the newest JDK ?
