Symptoms

Components behind a modal inline popup can be focused and executed

In ADF 12.2.1.4.0, while a modal inline popup is open, users are able to move the focus to components underneath the modal layer and execute them. Reproduced this issue with the latest bundle patch: 33697227.
The modal layer should prevent the user from doing anything under it.
