Oracle Identity Governance (OIG) Certification Release Task Button Disappears (Doc ID 2884396.1)

Symptoms

In OIG 12.2.1.4.210428 for Application Instance and Entitlement type certification with multiple reviewers, one of the reviewers claims the certification first using Claim Task button.  The Release Task button is visible to that reviewer.

Then that reviewer signs out of OIG without releasing the certification.  Now if that reviewer signs back in to OIG, the Release Task button is no longer visible.
