SQL*Plus Fails With SP2-0642: SQL*Plus internal error state 2021/SP2-0152/ORA--0001 (Doc ID 2885778.1)

Symptoms

Oracle Database Client v19 is successfully installed on RHEL 8x based server.  When attempt to execute sqlplus, it fails with error:

SP2-0642: SQL*Plus internal error state 2021, context 1:1816:0
Unsafe to proceed
ERROR:
ORA--0001: Message -1 not found;  product=RDBMS; facility=ORA

SP2-0152: ORACLE may not be functioning properly


The following have been confirmed:
1. Executing sqlplus as the oracle user
2. Ensured sqlplus was picked up from correct Oracle home:
