Managed Server Logs Shows "No patches installed" When Started by Node Manager (Doc ID 2886354.1)

Symptoms

The latest WebLogic PSU patche and other recommended patches are applied to the WebLogic install. The Admin Server logs shows correctly about the patches installed.

The admin console also shows "No patches installed":

 

But if starting the managed server using the startManagedWebLogic.sh script the log correctly shows the patches installed.
