Symptoms

After upgrading to WebLogic 12.2.1.3 a custom servlet's performance is degraded.

After upgrading, it is seen periodic spikes in slow responses with some exceeding 600 ms timeout, which worked OK on wls 12.1.3. There are also noticed spikes in number of threads and TCP connections with data queued in the receive buffer.
