Portlets Accessed by Multiple Users Show No Data, Partial Data or Remote Portlet Error (Doc ID 2896496.1)

Symptoms

Portlets fail when several users access the portlets simultaneously.
Issue happens after upgrading from 11g to 12c.

The Portlets come as blank, with partial data or they show the following error:

Remote Portlet Error

The Portlet diagnostic log shows the following error intermittently:

STEPS

The issue can be reproduced at will with the following steps:

Have several users to access the page with the portlets at the same time.
After trying a few times, the behavior will occur.
