Cannot Login to Sites Explorer: "Unable to contact Oracle WebCenter Sites on server {hostname} on port {port}"

When attempting to login to Sites Explorer, the following error pops up:

 "Unable to contact Oracle WebCenter Sites on server {hostname} on port {port}"
